THE MALARIA OR HIV/TB & COVID-19 GRANT UNDER THE GLOBAL FUND NEW FUNDING MODEL
- Background
The Liberia Coordinating Mechanism (LCM) known globally as Country Coordinating Mechanism (CCM), is a national body responsible for the development and submission of funding applications to The Global Fund (TGF) to Fight AIDS, TB, and Malaria on behalf of Liberia. The LCM also nominates Principal Recipient/s to execute grants awarded by the Global Fund, oversees grant implementation, and ensures linkages and consistency between Global Fund grants and other national health and development programs in Liberia.
The purpose of the Global Fund is to attract, manage, and disburse additional resources to fight AIDS, Tuberculosis and Malaria. The Global Fund recognizes that only through a country-driven, coordinated, and multi-sector approach involving all relevant partners will additional resources have a significant impact on the reduction of infections, illness, and death from the three diseases. Thus, a variety of actors must be involved in the development of proposals and decisions on the allocation and utilization of Global Fund financial resources. To achieve this, the Global Fund expects grant application processes to be coordinated among a broad range of stakeholders, each with unique skills, background, and experience, through a Country Coordinating Mechanism (CCM) – for Liberia-specific, the LCM – and that, the LCM will oversee the implementation of approved proposal and grant management at country level.
The Liberia Ministry of Health (MOH) and Plan International Liberia are the present Principal Recipients (PRs) implementing the HIV/TB & COVID-19 Grant that started January 1, 2021 and runs up to December 31, 2023.
Likewise, the present Malaria “Scaling up Malaria Prevention and Control Interventions Through All Sectors in Liberia for Sustained Universal Impact” and Health Systems Strengthening( HSS) grant implemented by the Liberia MOH comes to an end on June 30, 2022.
In light of a recent Global Fund OIG investigation highlighting systemic waste and fraud, the LCM must decide whether to retain the MOH as PR or add on additional PR to the grant and is soliciting information on available, capable and interested organizations in order to make an informed decision. The LCM continues to work closely with the MOH to address and mitigate risks and this call for expressions of interest should not be taken as a guarantee of PR change.
The LCM invites qualified organizations to submit an Expression of Interest (EOI) to serve as a potential Principal Recipient (PR) for the Global Fund Simplified Application for the Malaria-HSS grant for the next Thirty (30) months, July 2021 to December 2024 and potential midstream Principal Recipient for the ongoing HIV/TB & COVID-19 Grant that started January 2021 and ends December 31, 2023.
Based on the final decision of the LCM, the selected organization(s) will carry out activities as PR for the disbursement of the Global Fund grant during the implementation of the prescribed activities in the Malaria grant application in Liberia as per the guidelines of the Global Fund. The Local Funding Agent (LFA) will carry out programmatic assessments of the selected PR, in addition to the PR self-assessment using standard tools provided by the Global Fund.
As Principal Recipient, the organization(s) will be responsible for managing the grant, including sub-granting to direct implementers (the Sub-Recipients), monitoring the implementation of the grant against approved plans, request for additional disbursement of funds from The Global Fund, and preparing periodic programmatic and financial reports and submit them to the CCM and the Global Fund within set deadlines.
- Eligibility and Selection Criteria
Organizations or Institutions submitting EOIs should preferably have experience and management systems in international grant management, particularly for Malaria control and previous liaison experience with international donors for the Malaria-HSS Grant and HIV/TB prevention and control for the HIV/TB & COVID 19 Grant. Interested organizations or institutions must provide information demonstrating that they fulfill the required criteria and have the relevant experience and management system in place to be nominated as potential PR for the Global Fund grant for Malaria and or HIV/TB & COVID-19. The following information must be included in the submission. The submission is limited to 5 pages maximum excluding the cover letter. Additional pages will not be considered:
- A cover letter addressed to the LCM Chair indicating their expression of interest as a potential PR for Malaria.
- Brief description of the organization and its structure (broad goals and objectives, when was established, how the organization is governed, how programs are administered).
- Statements of the organization’s management capacity (describe the qualifications and competencies within the organization, briefly describe the professional expertise of staff, and provide an organizational chart).
- Brief description of previous and/or current health-related activities implemented, along with period and geographical locations (previous experience in Malaria or HIV/TB related projects, accomplishments, and indication of geographical area of operation).
- Provide information on the financial management systems and capacities of the organization, including experience in managing large grants, indicating the highest amount ever managed and timeframe. This should include information on internal control mechanisms to prevent and detect and mitigate misuse, risk, and fraud of funds and other resources.
- Demonstrated capacity and systems for selecting prospective Sub-Recipients (SRs) and ensuring effective management and oversight of the selected SRs.
